The grant focuses on water quality and public water systems, which only tangentially relates to Echo Meadows' community programs and religious mission. The church has no existing water-related programs, making direct program alignment weak. While the church has administrative capacity, managing technical environmental projects may stretch their expertise. The federal application process adds complexity.
